		<description>&lt;p&gt;Fans of "Yes Minister" know that, in normal times, Sir Gus is in charge all the time. The problem with Gord Almighty is that he genuinely believes he knows how to run things. Whereas his record puts me irrestibly in mind of Tacitus on Galba:
"Omnium consensu capax imperii nisi imperasset".&lt;/p&gt;

&lt;p&gt;Don't think there's too much argument about that, somehow.&lt;/p&gt;
